Ancaman
ledakan penduduk di Indonesia perlu penanganan serius. Hal ini disampaikan Ketua
DPD RI, Irman Gusman saat menjadi pembicara dalam Seminar Nasional bertema
“Antisipasi Ancaman Ledakan Penduduk Era Otonomi Daerah dengan Peran Klinik
Dalam Pelayanan Kontrasepsi”, yang juga diadakan bertepatan dengan Hari
Kontrasepsi se-Dunia di Gedung BKKBN, Jakarta (25/9).
Irman
mengatakan ledakan penduduk ke depan harus segera diantisipasi agar tidak
memberikan dampak (cost) yang besar bagi masa depan umat manusia. Ancaman
ledakan penduduk tidak hanya menjadi tanggung jawab pemerintah saja, tetapi
juga menjadi tanggung jawab seluruh stakeholder,
seperti BKKBN, Kementerian Kesehatan, ASKLIN, pemerintah daerah dan masyarakat.
Lanjutnya, sebagai
negara besar, Indonesia memiliki potensi ledakan penduduk dimana dari jumlah
penduduk saat ini sebesar 237,6 juta jiwa diperkirakan akan meledak menjadi
350,8 juta jiwa pada tahun 2050. Sehingga pada saat itu, diprediksi dari 28
manusia di dunia satu orang tersebut adalah penduduk Indonesia. Namun jika
dikendalikan laju pertumbuhannya, diperkirakan penduduk Indonesia pada tahun
2050 hanya sebesar 300,7 juta jiwa.
“Laju
pertumbuhan pendudukan yang tidak terkendali antara lain akibat penyebaran
penduduk yang tidak merata, masih rendahnya kesadaran masyarakat akan
pentingnya program KB dan rendahnya kualitas pendidikan”, ujar Irman.
Irman
menambahkan DPD RI mendukung sepenuhnya upaya pengendalian penduduk melalui
Program Keluarga Berencana. Program KB ini harus didorong, tidak saja untuk
mengendalikan laju pertumbuhan penduduk, tetapi yang juga penting adalah
membantu meningkatkan kualitas penduduk Indonesia.
“Hal ini bisa
dilakukan dengan melakukan sosialisasi dan assessment pada masyarakat secara
terus menerus secara berkeseinambungan dan sistematis agar masyarakat memiliki
kesadaran betapa pentingnya program pengendalian laju pertumbuhan penduduk”,
ujar Irman.
Karena itu,
perlu didorong revitalisasi peran
BKKBN dalam memberikan supervise,
pelatihan dan perencanaan bagi daerah untuk ikut serta secara aktif dalam
mengendalikan penduduk. DPD RI yakin bahwa upaya serius berbasis daerah akan
memberikan terobosan baru dalam upaya pengendalian penduduk melalui Program
Keluarga Berencana.
Menurut Irman,
program KB ini senada dengan salah satu visi DPD RI yakni mendorong kebijakan
nasional dalam rangka meningkatkan kualitas hidup masyarakat Indonesia. Untuk
itu, DPD RI juga serius mendukung peningkatan sumberdaya manusia berbasis
pemberdayaan daerah diantaranya dengan mendorong pendidikan berbasis core
business daerah, pendidikan keterampilan dan pendidikan berbasis kompetensi dan
pembangunan karakter. ***

Septiana and 21 other Australian embassy staff will today receive a
bravery citation from the Governor-General, Michael Jeffery, for their
actions after the bombing of the embassy in Jakarta on September 9.Mrs Septiana was at the embassy's front door when "the roof came on top of me". With other embassy staff she rushed to the site of the blast to do what she could for the many horribly injured guards, gardeners and passers-by.
Her one positive memory is how those around her sprang to help. "Australian and Indonesian, there was no gap between us; everyone came together."
Standing at the embassy's entrance, still being reconstructed, the ambassador, David Ritchie, another receiving the award, sees it as being on behalf of all embassy staff. "Everyone acted heroically and bravely," he said.
Mr Ritchie escaped death by a metre when the bomb blew an iron spike from the front fence through his office window. He went outside and helped set up a command post.
A defence attache, Ken Brownrigg, co-ordinated the first-aid effort, witnessing scenes that haunt even a hardened military man. "The most vivid memory I have is seeing that little girl out there with her clothes blown off," Brigadier Brownrigg said.
"When we got to the gate we thought she was dead, lying on her back with little pink shoes and not much else on, but realised she was breathing. We went to help her, then fortunately the Indonesian people who had gathered outside scooped her up and rushed her to the hospital nearby, and I think that's one of the reasons she's alive today."
Elisabeth "Manny" Musa, then five years old, has made a remarkable recovery and is living with her father in Italy.
"Blast injuries are pretty horrific," Brigadier Brownrigg said. "There were people lying out front and on the road and we spent our time trying to give whatever first aid we could to them and ensure they were evacuated...
"To tell you the truth, I think the bravest people were those folk out the front who were protecting us at the time the bomb went off, rather than those who responded afterwards.
"The real heroes of the day are them, and of course they are the ones who suffered the most." Eleven people died and 160 were injured in the attack by the terrorist network Jemaah Islamiah.

Today, the Minister-Counsellor (Immigration) Regional Director, Jim O’Callaghan opened the Australian Visa Application Centre in Bali. The new centre will make it faster and easier than ever before to obtain a visa to Australia.Each year more than 60,000 visas are issued to Indonesians travelling to Australia. Australia is Indonesia’s number one destination for overseas study and is extremely popular as a business and tourist destination.
At the launch, Mr O’Callaghan said “this new centre will mean a great improvement in our services to our Indonesian customers. This office will be able to provide a website service where individuals can track the status of their applications”.
“97% of all visa applications are successful. We have one of the fastest turn-around-times for granting visas in the world” Mr. O’Callaghan said.
Opening of the Bali centre follows the opening of a similar facility in Jakarta that was opened on 21 November 2006.

Bali Honours Recognise Outstanding Efforts
I warmly congratulate the 52 members of my department and two members of AusAid who were today recognised in the Bali Honours List for awards within the Order of Australia for their tireless efforts in responding to this tragedy.
I am very proud of the role my department played in close collaboration with other parts of the government, Indonesian authorities and numerous volunteers in very difficult circumstances. They worked selflessly and professionally to deal with the tragedy, accounting for the many Australians who were caught up in the attacks. They comforted and supported the victims, helped to organise the return to Australia of the injured and handled the difficult and stressful recovery and repatriation of remains back home.
Thirty two departmental officers from Canberra and our embassy in Jakarta were despatched to Bali within hours of the bombing to supplement our Consulate in Bali. Their role was to assist grieving families in the agonising task of locating and identifying victims.
It is difficult to single people out but I would like to pay special tribute to the outstanding efforts of Ross Tysoe, who was today appointed an Officer in the Order of Australia. He and his colleague David Chaplin were among the first on the scene.
Over 700 staff volunteered to work in the crisis and emergency call centre, which was set up in Canberra in the immediate aftermath of the bombings. In the first days, over 30,000 calls were taken from distressed Australians concerned about the welfare of loved ones.
I would also like to congratulate the many volunteers whose outstanding efforts in working to save lives are also recognised today.
There are many unsung heroes both in Australia and in Bali whose efforts and compassion have played a vital role in responding to this senseless atrocity. For many this has had a profound and lasting impact.
The recipients of these awards exemplify the commitment and dedication of all involved. They are a small but important symbol of the spirit of community we as Australians share with each other and our neighbours.
